Three unsigned first-round picks remain - Burrow, Thomas, Wilson

why would Burrow hold out? Aren’t rookie contracts slotted, so the numbers are set?

Sign that contract and get that signing bonus in the bank, Joe. This virus has the 2020 season in jeopardy. Pocket the bonus now.

I think it's common for the top pick to wait until most others are signed to make sure his deal is appropriately top of the heap.

That’s not how it works

The money is slotted, there’s no negotiation there, and it’s based on how high you were drafted.

There are language/types of guarantees that can be negotiated and some teams are more willing to concede those than others, which is what causes the delays despite the slotted money being set
