I would love to see the rule.

They probably allow the defender to push the base runner off the bag if the defender can do a great acting job of making it look unintentional.

I suspect that what happened here is that everyone is stupid and the on field umpires misunderstood the rules both during the play and after the review.

The third base umpire probably made a mistake by (a) calling him safe instead of (b) calling him out but then returning him to the base based on umpire's discretion. As a technical matter the runner was not safe, he was out, but the reason he was out is due to something not permitted under the rules and it can be remedied after time is called.

When the play is being reviewed, all they are looking at is safe or out while the play was live. He was definitely tagged while off the base, so he was out per the review.

At that point, the umpire should have then used discretion to place him back on the base.

Here is the applicable rule:

Note 2: If in the judgement of an umpire, a runner is pushed or forced off a base by a fielder, intentionally or unintentionally, at which the runner would otherwise have been called safe, the umpire has the authority and discretion under the circumstances to return the runner to the base they were forced off following the conclusion of the play


The rule doesn't say that a runner who is pushed off is "safe", it says that an out caused by being pushed off is invalid.
