Solution: make all NFL rookie contracts NIL contracts. No professional pay for play.

ok , player didnt make the cut and NFL think he needs another year or two to develop. Where can they send him? Back to college. Minor leagues.

Why would the NFL care if a player develops more and makes the league? Next year 1,000 more players will be trying to make the NFL and they try to find some new talent there.

It would be nice if football had a window similar to basketball where guys can go do pro days, talk with NFL teams, get their draft grades, and then have the option to return to college before the draft similar to how basketball has. It will never happen because the schedule for football roster building is extremely tough to manage, but it would solve a good bit if something like that was possible.

all sports should have a way to try your hand out on the next level without violating amateur status and the ability to finish out your allotted eligibility.
Think of it like any other profession. If an employer wants you to have additional qualifications, you can go back for additional training and the schools will accept you back.
The NCAA is grasping for relevance and this is their only straw.
