Devin White led with his hand and he ran through the tackle and their helmets barley touched. Anyone who watches that replay (especially in slow motion) and tells you that is targeting is lying or doesn't know the definition.

This. All you have to do is look at how little the helmets move. You would've seen alot more helmet moving had it been helmet to helmet as called.
