I've heard this numerous times from Moscona and others, does anyone have any clue who that could be?

That very well may be true, but I don't think the recruiting coordinator with SEC & Louisiana ties is some made up person that doesn't really exist. The guy is real, even if his or LSU's interest isn't. I'm just curious who the guy is.

I think that it is dumb to make a hire based on that.
I know its not the same sport but Nick Saban had never coached in the South before LSU. He was a somewhat decent recruiter. Same for Urban Myer.
