All opinion on my part... I see that as being somewhat true. I do not see it as a conscious decision at a single moment. I see it as built into the system they constructed, intentionally.

I'll explain this way:
- IF your compliance department can be overruled just how forceful can it be?
- IF your compliance department can be overruled just how independent is it?
- are not "compliance" and "operations" separate structures?

Don't get me wrong, I'm not saying it should be like that. In fact, I hate our compliance department. I see it in many facets, none of them good. Their effectiveness is that akin to chopping off a finger because you sprained your ankle.

But, the system put in place was designed around those questions as if the NCAA were asking them. The system is designed for one thing and one thing only: defense against the NCAA. So if the NCAA wants a finger, no matter what happened to the ankle, they get their finger.

With their "independence" our admin gave up the right to "oversight", and now the only way to control it is to fire the people in that system. And guess what, by design they are allies of the NCAA, so you've created a situation where to go after your own compliance department, you're attacking the NCAA.
