After developing for 3 years at LSU he could be looking at going in the top 2 rounds and $1MIL, 500K really isnt that much.

I didn't read through all of that but he was also the Big XII player of the year.

at what point in the draft is it pretty safe for signees/underclassmen to go/return to school?

I hate this answer but it depends.
If you are in callege but flunking out it may easier as a junior to take any offer. If you put a value on education rather than a sum of money less that 100K then anything above the 10th round is not good.
For high schoolers they have to decide if the money is worth it or to pursue an education. Also need to think about if your son is ready to live on the road with a bunch of transient baseball players at the age of 18. Unless there is serious money on the table (and that amount is subjective) I would urge a kid to go to school for just a slighly more controlled situation.
