I have attended a few games in September during the day and level of suffering is criminal. In addition, TV doesn't care about fan health insisting on a dozen four-minute commercials during a game. Something has to be done.

I don't like gov't sticking their nose where it doesn't belong (which IMO it doesn't here).
At present, TV has played a large part in ruining the CFB fan experience and this offers some much needed pushback.
What ought to be is that schools schedule games when they choose and TV can decide if they want to broadcast them. But the SEC makes the TV contracts which shoehorn us into afternoon games. I wish the SEC would stop destroying its members institution traditions.

The team is plays in the heat. Mfers all over LA work everyday in extreme heat for a lot more than 3 hours. But, let’s cut out tv money because we’re too hot sitting in the stands while being entertained by people exerting more energy in the heat than 99.9% of fans have in years.
Yes, night games are exponentially better. Any champion out there willing to shoot their LA feet over this is softer than I can imagine.

The people who work in the heat & humidity probably don't prefer to sit in it as a form of relaxation. And those who don't work in the heat & humidity won't be use to it.
IMO, the solution is let LSU schedule its games and contract its TV rights. If we schedule Southern then I doubt any network will pay much to show it. OTOH, a game like VA Tech in '07 would pay big dividends in prime time.

All this day game stuff evolved when massive TV exposure exploded and basically every game is televised. Traditional night games were thrown out to accommodate TV. Prime time night games are prime matchups. SEC teams lost control of game times with conferences selling out to TV contracts.

Forfeit games scheduled during that time frame?

The reality is folks these days just cannot tolerate that East side of Tiger Stadium sun drenched December game. The temperature the guys I work with tell me they keep their house at - man no way they can go from that to Saturday afternoon in the east side of Tiger Stadium for 3 hours.
We can call them soft, spoiled or whatever but at some point you have to be practical - this generation is not going to try to adjust, they just either won't go or will leave.

My brother-in-law died after getting dehydrated at the UCLA game. It’s a big issue , to some.

Excited for this step, the UCLA game last season was next level bad, but I really wish conferences would take scheduling away from TV networks. What I really wish would happen is that the conference set the schedule WITH KICK TIMES before the season started.
I understand why TV networks flex shite a week before, but it kills the in person experience. I have bought and planned a few SEC roadtrips and looked forward to a day of tailgaing on a new campus only for it to be slpped with an 11 am kick. I now live away from BR and have a toddler so have to pick and chose which home games i make it back for and hope to God I don't get slapped with a day game.
