How was the PI on the pick 6 missed in real time?

Here's the video.
The defender clearly tugs on Dillon's jersey and pulls him to the ground on Dillon's break. How the frick is that missed?
Am I wrong in thinking thats a PI 9 out of 10 times?

Well the whole crew was shite and that was just one of the many calls missed.

One of the worst officiated games I’ve seen in a while. Refs let that one get out of hand early and never regained control.

That's a bad video of it. They showed a closeup one time then realized the penalty and never showed it again.

The shite crew also missed a false start on UCF left tackle on the TD pass right before half. Huge miss by the crew. Left tackle never came set before the snap. Worse crew I’ve seen call a LSU game this year.

There was another play on a crucial 3rd down when I believe it was Sullivan getting mugged for an incompletion. We did have the one non-call on Harris go our way but for the most part UCF got away with a lot of DB interference and holding especially in the 1st half.
