I watched both plays and hear the explanations.
The ruling in the Detroit game was that Goff's arm was coming up so his intent was to throw, ergo incomplete pass.
Was Shough's arm coming up? Yes. Ergo, incomplete.

By rule, Shough's arm was coming up and that is the determining factor of a forward pass. Ergo it's incomplete.

So…if Shough’s body was turned to where his throwing motion was backwards, would that have made this an incomplete pass? Because that’s the only difference I’m seeing here.
