how do you know there are mistakes? Because there is a expected 7 day waiting period? An exception isn't a mistake or breaking the rules.

you made a few claims
why was he ruled ineligible so early?
probably because a teacher submitted a grade early, Athletic Dep got wind of it and ruled him ineligible. Maybe it is sketchy but it could simply be that a professor put his grades in well before the deadline. This happens all the time.
Why such a quick appeal process?
we know very little about this situation, I think it is likely that he talked to the dean and the dean overruled the professor.
if both are true than nothing that happened was one wrong.
