The last thing you need is football traffic with people trying to flee a major storm the day before landfall.

The difference is due to how Florida & their fans acted last year when LSU & their fans wanted to play the game but just move it up. Now they are doing the exact opposite of their reasons from last year and this is a much more dangerous storm.

I don't think the SEC could do anything about it. The decision was all in Florida's hands. That's the reason the SEC gave itself more authority over moving game times and venues as needed. I'm pretty sure the SEC wanted Florida to make a decision on moving the game earlier in the week and not just take their bullshite wait and see, then it's too late, approach.
