Rosters are capped at 40 for next year, we're currently at 38 on this year's roster. Obviously scholarships would come into play.
I also wonder what if someone like B Doughty or Hilliard came back would they not count against the 40 similar to how George and Beck wouldn't have counted this year before they uncapped rosters.
We're currently at 53/40 for next year. That includes everyone on the current roster that has the chance to come back next year, plus all publicly announced commits/signees.

Hopefully LSU can hold onto one of the two C’s and one of the two SS’s in the class

I would imagine we hold onto Simon. Are you counting Leto as a SS? He's grown into a corner guy.
Carter Jensen looks like an animal, either catcher would be good to have, but he's got a great hit tool.

Also, I'm of the opinion that anyone that gets drafted will sign. Now that we've gone a year of a 5 round draft and it's only bumped to 20, front offices won't draft someone without a deal even in the 10-20 rounds.

Yes. I know he won't play SS here.
His stock has cooled considerably since a year ago.

It shouldn't be capped at $20k. It should be higher than that if it's going to be capped at all.
There are too many rules being put into place right now that only benefit ownership and not the future of the game. Reducing the minors, shortening the draft, putting in an international draft. All of that is cost control on the player procurement/development side but it only serves to shrink the pool of available talent.
If I were an advisor, I'd be pushing JUCO hard as a development option for guys not ready for the draft immediately. It's the closest thing to the minors in terms of time on the field.

my gut is there will be a similar waiver for guys like that next year, but i don’t think an official policy has been announced.

If there is such a waiver, that puts our roster numbers to 48/40 as we have 5 guys who could come back under that provision. When you factor in the draft, it wouldn't be too hard to keep everyone that isn't drafted. But it never happens that way.

All of this also has the potential to benefit college baseball though. I know it’s selfish of me but I enjoy college baseball much more than the mlb so I generally like anything that pushes more talent to the collegiate ranks.

Juco would likely benefit more than any baseball we watch regularly. Like Project said, you'd have guys going there for just a year or two before looking to get drafted. It all depends on cap and length of draft and if these changes are permanent. There will be a few years for players/scouts/front offices to adjust to a new way of doing things. Just like when the new bonus rule went into affect. A few teams got burnt bad those first couple years not really know how to best take advantage of those middle rounds.

I’m not so sure about that. Sure you’re highest 1st rounders might go that route but I could see a shite ton of top talent that isn’t currently making it to college be intrigued by the college experience and want to come play for big time schools.
Maybe I’m being naive but I think a lot of guys out there feel like Crews, Doughty and Hampton did but just can’t say no to the money. If that money is going to be delayed anyway I think you see a lot of them say frick it and go where they want to go.
