There's more to it than that. Some of the issues he's having are the same issues he had a ASU. See one scouting report before this season:

That is what we've seen thus far. So it is not simply just a matter of being "rusty" and in a new system. Those are traits seen in his play throughout his career.

He def seems scared and that he lacks confidence throwing the ball after sitting last year. I think he has it in him to turn it around, but I also would have him on a short leash moving forward considering some must win games coming up. That is if CLK believes one of the other QBs has the possibility to make us better in the passing game. If Leavitt is truly so far ahead of the others, then we have to endure whatever comes

It might not have changed him that much as a player, even though I’ve heard a few different players from various teams mention that play specifically in interviews. It doesn’t mean anything, but that play definitely changed my opinion of him.
