The guy is throwing it at the perfect spot with the high fastball. I know you other ball players know it is a nearly impossible pitch to lay off of.
I would consider raising my hands up 4-5 inches when batting against this guy to help get on top of it. It is really impressive the way he is spotting that pitch.
