How about this for a remedy. The player "injured" cannot return to the game for the remainder of that possession. If the player "injured" was not in the game for the previous two plays, ( this would eliminate sending in a scrub to take the fall), that team would be penalized 15 yards for unsportsmanlike conduct.
This is not perfect but would be a good starting point.

I’d do two things to start with.
1. Have a defined number of plays (let’s say 5) that the player who goes down on the field has to miss before they can return if you go down on the field with an injury. This would encourage teams to teach differently. If you are hurt and it’s not your legs and you can get off the field…get off the field. If you are hurt so bad you can’t get off the field…it should take longer than 5 plays to evaluate that anyway.
2. If there is video evidence that a player was signaled down by the coaching staff to delay the game. That player misses the next conference game.

Add a maximum number of times a player can be tended to on the field. After 2-3 they’re out for the game.

It needs to be a reviewable thing.
The simpler thing is to make a rule that requires an injured player, who causes a clock stoppage, to sit out a certain number of plays.
Instantly, all that bullshite will stop.

The instance I am talking about and pointed out by the broadcasters the guy was literally signaled from the sidelines while he was standing normally.
It was 100% clear.

They need to impose a rule that if a player gets a so called injury they’re required to sit out the game until the next set of downs or something to that effect .
