There isn't a single official percentage because every league is different and players have different priorities. But as a broad estimate:
Around 60–75 out of 100 top free agents ultimately sign with the team offering the best overall financial package (salary, guarantees, bonuses, taxes, etc.).
About 25–40 out of 100 choose something else over the biggest paycheck.
So like I said, majority.
