Louisiana might be loaded with athletes but the last 2 5*safety have left the state if hootie does indeed leave. Lots of athletes but we are struggling with safety help it hurts more than people are putting on

And I have to say this, and this is indeed kind of an a-hole comment by me. Paperwork has to be turned in for home and official visits. Maybe some misleading "understatements" here?
At least a HS transcript has to be given to the college visiting, and most compliance departments have their own forms for record keeping.

I'm not understanding it either, lol, but he sent papers in to LSU. They're non-binding, I believe. Burton Burns, Alabama's RB Coach and NOLA Recruiter says they got the same. Really doesn't mean anything at this point.

Didn't Tony Brown turn in similar papers to a couple of schools?? I think it's more or less an approval process that they start with their final schools to speed up the process once they are ready to commit.

Just to set the record straight about these financial forms. As of recently, the rules have been re-interpreted. They can now sign financial aid forms as soon as August 1st, instead of waiting til national signing day.
-This is not the same as a letter of intent.
-This doesn't legally bind the player to the school
-It DOES bind the school to providing a scholarship to said player
-If the player signs the financial aid papers, then "the college is no longer restricted by NCAA rules for “unlimited communication” with in-person contact, home visits and phone calls/texts."
-Players can sign papers for more than one school.
You'll notice this year, schools that have received these papers have acted like they are letters of intent, like when LSU tweeted out the welcome to Brandon Harris. (Obviously we know he's a tiger), just using it as an example.
