I believe it was because they signed a lot of guys that never made it to campus due to grades.

The only real change I see is don't sign kids that are questionable to qualify unless you have a plan to replace that kid another way because they will count regardless. So basically nothing for coaches that do their diligence on academics

Yes, assuming no back counting (and back counting is still allowed), then 25 is the limit. But this is way it has been for years and years. What has changed is how the counting is done. Before, a recruit wouldn't count until he attended class during a regular session. Now he counts as soon as his signing becomes official. This is more restrictive, so you have less margin to take risks or you could get into trouble.

Your overall point about signing questionable qualifies is spot on. To emphasize it even more, once a kid signs, there really isn't anyway to replace him--not even delayed. The only new scholarship player who doesn't count is a walk on who's been in the program for at least 2 years. All transfers count against the 25 too.

Rucker would count towards 85. He’s a walk on which has nothing to do with recruiting.

Rucker and Caleb Lewis both got scholarships last year, but they don't count toward the 25 since they were enrolled at school for at least 2 years before getting on scholarship.

We did take 24 guys last year, so based on that, we can take at least 26 this year. On top of that, there may be more room in the class because we don't know how many of our 6 early entrants last spring were applied to the 2016-2017 limit (i.e. back-counted). And I don't know the specifics, but there's a chance that Seth Stewart won't count against us.

But keep in mind, there's the 85 player total limit and we only have 17 scholarship seniors* by my count

*including Caleb Lewis who is a junior, but is definitely not coming back

I think the language of the rules permits that. In order to do that, the player "withdraws" and the rules permit replacement of players who withdraw before the season starts.

This sounds like it covers grayshirting. It mentions the recruit must already be a student. So if LSU had someone they recruited before the Fall 2018 semester, they enrolled and attended in the Spring/Summer they can be counted towards the 2018 class and not the 2019 class. I could be wrong though. I have had only 1 cup of coffee.

I don't think it affects gray shirts.

Early entry guys can count toward the current year (commonly called back counting) or the next year (normal). If you ask a guy to gray shirt in the spring, they pay their own way in the fall and then get on scholarship in January, at which time they'll count against the next year's class (the class that gets finalized in February).

I hope this makes sense. I've only had one cup of coffee too.

No if's and's or but's about it! So unless a team wants an immediate rules violation with major consequences then NO there isn't a team that will sign more than 25 in a class.

According to 247 these teams now have the following number of signees, and this is just after a quick glance at the highest rated classes:
Georgia 26
Ohio State 26
Texas 27
Notre Dame 27
UCLA 27
Virginia Tech 26
