How do 247 player rankings work?

Davis is their #2 Safety in the country and have as a 4 star. They have Ryan as #1 and have him at 5 stars. Is there that much difference?

No, there's not much of a difference, he is the #50ish player in the country vs the # 30ish player. So no, not much of a difference.

In the 2017 class, Jacoby Stevens was a 5 star. #1 safety in the country. Grant Depit was a 4 star, rated as the 9th safety in the country and wasn’t top 50 overall. He started as a true freshmen when Jacoby couldn’t get on the field.
