Haven't followed recruiting in a bit, I have some questions

I kind of stopped following recruiting ever since NIL and pay for play went into effect. So i have a few questions regarding the LSU football program.
I haven't heard much of any good news lately in regards to the recruiting of high school players. Seems the schools with the biggest donors are raking in recruits, yet it seems LSU is falling behind.
1) Truthfully, is it still too early to get a gauge on things? This time last year and the year before, yes it was early, but you got a good handle on where your positioned. Now, it seems like we are in a really bad position.
2) Are we completely behind on the pay for play/NIL stuff? I know we were behind when it went into effect, but are we still trying to figure this out? If so, what are we waiting on? The NCAA is no longer the governing body of college athletics. They are feckless and are so afraid of lawsuits, they will do nothing to attempt to regulate this mess that is college football now. So why are we hesitant to pay these kids? Which leads me to...
3) Do we just not have the financial capitol to compete? I hope this isn't the case, but if so, LSU football is kind of over. At least, "good" LSU football. You won't find many high school kids that will look past hundreds of thousands, or even millions of dollars at 18 years old.

I don’t know this as fact, but the gist I get from the boosters I have spoken with is that LSU is not getting heavily involved in pay to play stuff. Are we getting some money in kids hands? Most certainly but we aren’t shelling out millions to unproven high school kids to come here. Boosters will get NIL money to kids repping LSU once they come here and prove it.
