I stand corrected. I usually do a better job verifying this kind of information, but I clearly misinterpreted the information I found when researching this topic. I have seen claims of this nature from enough unrelated sources without rebuttal that I took it for granted that I had sufficient validation that it was factual.
It is clear from the letter of the bylaws that the intent is to try to close as many loopholes as possible for back door communications between players and other schools. What’s also clear is that little or nothing is being done to actually enforce those rules. It may be that with all the recent defeats in court the NCAA has suffered they are reluctant to touch anything related to NIL and player movement. It may also be a recognition that it’s difficult to close all loopholes and/or prove that communication came from prohibited sources. One loophole I have frequently seen mentioned that I do not believe is covered by the bylaws you have posted is other players. It has been suggested that a player at Alabama could reach out to an LSU player to indirectly get a message to Kelly and vice versa. I think in that case or even in the case of the individuals specifically addressed in the by laws if enough hypotheticals are used, it becomes very difficult to prove that a violation has occurred.

Yeah, I think both of these things are true. On one hand I’m surprised they haven’t cracked down on tampering. It seems like it should be more straightforward to enforce than eligibility or NIL because it amounts to a recruiting violation (impermissible contact) which is typically enforced against the coach/school rather than the player. I’m still struggling to understand how Mac Markway was able to leave outside of a portal window for example.
On the other hand, it’s kind of clear the NCAA has gone completely AWOL on anything related to pay-for-play or transfer eligibility so it shouldn’t really be a surprise I suppose. Hell, we have coaches speaking publicly about roster NIL budgets despite the fact that pay-for-play is still a clear violation of the rules.
It appears the NCAA has basically punted until the House settlement gets wrapped up.

An agent falls under the category of “individuals associated with a prospective student-athlete.”
The NCAA hasn’t done shite to enforce it but it’s definitely against the rules.

Ya know, I expect this sort of thing from fans on a message board. It's annoying, but typical. But these Alabama media types act exactly like fans on a message board. No self awareness, completely immature, prone to overreactions after both wins and losses.
I don't even look up these people. All year long their videos kept popping up in my suggestions on YouTube, because they were bringing attention on themselves for having meltdowns. But it's not just the media there. Their AD, in that long letter he wrote the other day, begging for money, made it sound like everyone else was doing something wrong by having the audacity to outbid them in NIL. And this guy who is the subject of this thread, is doing the same thing. How does he think Alabama was able to stack 5 stars at the 3 deep before NIL? But now that it's legal, and boosters aren't shy at other places to get involved, it's considered poaching if someone buys a player away from Alabama? Yet, it was all fair game before, even though it wasn't legal, to buy players... right? I seem to remember a guy by the name of Eli Ricks who left LSU and went to Alabama. I'm sure it was for free, though. And that's without getting into all of the high school recruits who flipped late from LSU to Alabama. Ohhh, but we "tampered" supposedly. 'Bama draws the line on tampering
Again, this sort of thing is easy to ignore from message boards. But these media types should not only have more self awareness, but also more self respect than to embarrass themselves with this kind of blatant hypocrisy, all for the sake of "talkin' some trash". I don't think I've seen a media base that is as biased and intellectually dishonest as Alabama's, at least in college sports.
