I know it was a big problem after Katrina. People were told if they came back, there would be no infrastructure available and couldn't tell you when. But people came anyway, and it wasn't long before they started showing up at the local Entergy office wanting to know why the power wasn't on. Had to get Guard troops to send people away because it was causing a problem.

they said once they get all the substations and transmission lines running, they will be able to restore on a much larger scale
sounds like as the day went on, that started to happen.
they did like 20k between 7am and 11:30 or so.
then 70k in the next 6-8 hours following that
