If you're wondering if it will grow in N.O., I can state with certainty, it definitely can.
My sister-in-law had a huge wisteria vine in her back yard and the only reason it's not there now is because Katrina's flood waters hung around too long and killed it and she moved away to Slidell.
Word of advice though. If you want to plant it to grow on an arbor, make sure it's super sturdy or the vine will tear it apart as it grows.

Only use Chinese or Japanese wisteria. The American/Kentucky wisteria is wimpy and laughable compared to the real thing.
And be prepared to cut a lot of it every year so it’s doesn’t go where it shouldn’t and it may take 4 years before it puts out its first blooms. It’s totally worth the wait though.
