Ive wondered the same thing and haven’t found a source for quality garden hand tools like shovels.

If you don't value your time too highly, you can find them at garage sales for a song. Usually needs a good cleaning and new handle.

Have a pair of simple Corona bypass that I abuse but also keep clean and sharp. They are 15 years old so maybe the new ones are made in shitholeistan like everything else. IDK.

If he’s big into yard or garden work, maybe something useful but often overlooked — like a nice ergonomic garden tool set or a heavy-duty kneeling pad with memory foam. Something that’ll make his yard days more comfortable and easier. Those kinds of practical gifts tend to get used way more than novelty stuff.
