I've always engaged at 50 % power. I've owned mine for 7 years, and haven't had any issues with this approach.

My owners manual says “set the throttle at about 3/4 speed. Do not attempt to engage the deck at high speed as this shortens the electric clutch life - use only moderate engine speed when engaging the deck drive.” Mine is 2012 however but I doubt that guidance as changed.

Skag recommends engaging the PTO (blade clutch) at full throttle because their mower decks, engine, and electric clutch are designed to operate together under governed engine speed. While it may seem counterintuitive, there are engineering reasons behind it.
1. The electric PTO clutch engages more cleanly
The PTO clutch is an electromagnetic clutch. At full throttle:
The engine is producing more torque.
It is less likely to bog down when the heavy mower blades begin spinning.
The clutch reaches full engagement more quickly, reducing the amount of time it slips.
Less slipping generally means less heat and longer clutch life.
2. The engine governor responds properly
Most Skag mowers use commercial engines such as Kawasaki, Kohler, or Vanguard that are governed to run at approximately 3,600 RPM at full throttle.
When you engage the PTO:
The blades place a sudden load on the engine.
At full throttle, the governor has the most authority to add fuel and maintain RPM.
At lower throttle settings, the engine may struggle more with the sudden load.
3. Blade tip speed is designed for full RPM
Skag decks are engineered to cut with the blades spinning at their intended operating speed. Engaging at the governed speed helps the system reach that speed quickly and operate as designed.
Isn't it hard on the belt?
It's a common concern. On many residential mowers, owners are taught to engage the PTO at idle or half throttle to soften the shock.
However, Skag's commercial systems use:
Heavy-duty electric clutches,
Robust belt systems,
Commercial-grade spindles,
and are designed around engagement at governed speed. The manufacturer determined that this produces the best balance of clutch life, belt life, and cutting performance.
There is one exception
Some experienced operators will:
Reduce the throttle just slightly (for example, to about 75–80%).
Engage the PTO.
Immediately return to full throttle.
That can make engagement feel a little smoother. However, unless Skag specifically recommends that procedure for your model, it's generally best to follow the operator's manual.

It doesnt matter. Wide open is best IMO. The clutch engages almost instantly. Doing it below peak torque speed (2500 rpm or so) is hard on the engine. Doing it above that is hard on the belt. The clutch DGAF. There is very little inertia involved.
