In my neighbors yard. It’s not currently in either of our grassy areas so what are my options besides moving?

Round up. Then wait and round up any other spots that come up.

But I don’t think that is torpedo.

I'll let someone more experienced than me chime in, but I don't think that's torpedo. Torpedo has rhizomes.

It kind of looks like Chasmanthium latifolium, aka river oats. If so, it can be a desirable plant, if you are going for the native grass aesthetic, but it can also get out of hand after a few seasons. I have tons that I purposeful sowed along the understory and creek in my backyard. I think it's a great plant, but, like I said, it easily self sows and can take over beds.

I tired to find a picture of it young. Below is the best I can find.

I got seeds from Prairie Moon Nursery. I'm cheap and the seeds are expensive. I could have got coverage pretty quickly if I bought a lot, but instead I started off by sowing a few patches that were spread out around the area I wanted covered. I then collect seeds in the fall and broadcast them to new areas.

Exactly. Like this:

Which is why it is such a PITA. If you try to pull it the leafy parts break off and you still have the rhizomes sending put more shoots, and extending further in your yard. You have to get all the rhizome/roots out of the ground, or kill them.

it's called torpedo grass for a reason-- the rhizomes travel under the surface of the yard, just like a torpedo.
