re: Hypothetically, can you ask your neighbor to trim his tree back that's over your property?

Illegal in La and you're asking to get sued.
I call bullshite on this one! Any branch extended out over my yard will be cut by me if that is what I choose to do.
Let's say I wanted to plant a small garden and the neighbor's branches were not allowing the full sun to get to my plants. That would be interferring with my quality of life and the branches would be cut down, free of charge, by me. THIS IS THE WAY!

This is what I'm talking about. For whatever reason you have to ask your neighbor first or you're subject to being sued.

No one has ever been sued in a neighborhood for trimming back a couple of crepe myrtle limbs dude

This. The cost of doing so doesn't make sense. You would have to be extremely miserable to do so. Personally, when it is over my fence I just cut it and not ask. No one gives a shite past their fence and if you stay on top of it you won't have a ton of work to do

Actually, it says you are wrong. It requires you to demand the neighbor remove it first.
I can't find anything denying you the right to cut them at your own expense. Maybe there is one but I haven't seen it.

One of my favorite social observations is when non-lawyers over lawyer something more than lawyers would.

OP buys home in neighborhood with trees.
Immediately complains about trees.
Nice. Should have moved into a DR Horton neighborhood instead.

You can cut limbs that are extended into your yard but you can't cut them in a way that kills the tree.

You can cut anything hanging over(limbs) your property or going under (roots) your property line. You can't intentionally kill a tree, but if harm comes from your reasonable cutting/trimming, it isn't your problem.
