I've done the stuff mentioned.

Then I went online a bought a large bottle of nitenpyram, the chemical in OTC flea preventers, and began treating my dog instead of my lawn.

It works great and at a fraction of the price from TRactorSupply

Where does your dog sleep?

You need a really low tech monitor to make sure the dog isn't importing a problem.

Take a light bulb, put it on a timer so it lights after dark. Suspend it over a large white bowl with a half inch to an inch of water in it. The fleas will go towards the light/warm, fall into the water and drown.

You'll see them and know a problem is starting.

We used Malathion several years back and it worked. But its gonna stink to High hell.

Repeat spraying is the only way to do it.

I have a flea explosion in my back yard every three or four years, and I don't have pets. When they attack I have to fight back because we have a pool, large pool deck, outdoor kitchen, and spend time out back. I have to spray, then spray again, then spray again. Usually after three treatments we get a handle on it, but the 4th treatment may be the kicker.

Had them in an old rent house. Took several treatments where pest company bombed the house plus several yard sprays. good luck

I'm having a flea problem in my backyard in Baton Rouge too. Noticed them on the dog (takes a flea pill but apparently that only kills the fleas once they bite her, doesn't act as a barrier). Raked up all leaves in the backyard and applied Spectracide Triazicide Insect Killer For Lawns & Landscapes all over, focusing under hedges, along fence line, etc. Going to apply again after a week. Fingers crossed.
