Let others chime in, but I think Neem oil would do the trick

Aphids
Lots of incecticides can help control them. Malathion for one.

Yup, aphids. Try spraying with dawn and water solution. That will work unless infestation to heavy, then go with neem oil

1 oz of neem oil, 3 tsp of dish soap, 1 gallon of water. Spray liberally. That'll take care of them and help prevent their return.
ETA: Depending on the type of neem oil you buy, dish soap might not be necessary. If the active ingredient says "clarified hydrophobic extract of neem", then it is already emulsified. Adding soap won't hurt. But, the hydrophobic extract is processed and lacks the amount of azadirachtin that 100% cold pressed neem oil has. Azadirachtin affects the reproductive and life cycle of insects.

Just listening to Dan Gill’s (LSU AgCenter horticultural extension specialist, retired) gardening radio program on WWL. Caller called in with your same problem.
Dan said said white insects that infect Hibiscus are usually mealybugs and not aphids - the aphids on Hibiscus are usually dark in color. He recommended spraying with all-season horticultural spray oil, and it usually requires multiple applications.

Mealybugs are much harder to control than aphids, but the OP provided photgraphic evidence that this is an aphid infestation, not mealybugs.
Mealybugs almost look like cotton.

Soap and water should work.
Spinosad or Bifen will work.

I already mixed up a spray bottle and hit them twice this morning. I don’t see any current movement but I suspect I will need to keep on them for the next week or two

Lady bugs
My wife buys a box of lady bugs every year to turn loose on the porch and patio for out potted plants that are prone to aphid infestations. They hang around and filter into my vegetable garden to do their thing.
Also saw mentioned dish soap and water, and that is a pretty good option for doing something now. And yes, most insecticides will kill them without harming the plants.
