6 to 8ft between fence and residential street with a curb.

Can I fill this with rocks? The section is probably 25 ft in length.
Recommendations?
Ideally I'd like to be able to park on it.
Too much shade for good grass growth there.

Local ordinances and subdivision/hoa rules/restrictions will dictate that from a "what is allowed" perspective.

its not owned by you, but you are responsible to do the maint and upkeep, you just cant limit or control access to it.
do what you want to with it, just remember, if they ever need to access any services there, they are not bound to do anything but do a rough backfill of it. what that means is they wont level it or replace anything you had there like rocks or landscaping. i know a guy who went ape shite when they dug up his front service way and left it looking like mud racers were playing there. he wanted to sue the parish, but he was SOL, and his lawyer laughed at him and told him just that
