Why are board rules not being enforced?

I have a different opinion than some on the Tiger Rant and that apparently entitles posters to frequently call me a bitch, pussy, etc. with no repercussions.
If this type of behavior is now allowed, I’d like to join in. Just need to know the rules.
One example from just today, but has been going on for some time.
