Should the up/down votes be used to determine future ability start threads?

Like if a poster starts threads that continually receive awful ratings in down arrows...should they then be sanctioned from starting more threads until their posting gets slightly better inside other people's threads?

Don't think it would work.
As you can see, even though this a very reasonable question, 6 douchebags have already voted down the thread in an effort to make themselves feel special by deluding themselves into thinking that somehow gives them a semblance of authority over anything that goes on in here.

Maybe there should be a TD hunger games with say the 12 shittiest posters.
For a two week period their downvotes are tallied and all but the one with the lest number of downvotes gets banned.
