I would like to change my screen name - what are the steps?

I just want to spice mine up with some capital letters, maybe

I saw it happen for a poster that frequents the OB once but, I don't know if he personally knew someone that knew someone to get his name changed.

The reason I am asking for a name change is because another poster is harassing me and he obviously knows my screen name. I know this individual in real life.
