Uh, two possible reasons why.
One is the fact that's it calling out a poster and making a reference to his genitalia and that's grounds as an inappropriate Avi.
Other one is that it's way too big in file size.
If there's no message in the Avi box, an admin disabled the avatar option for you.

FWIW, it can still be inappropriate outside of those two things...in the past, I've seen avatars not let go for things similar to that one.
If this is an avatar bet, you might want to change the language on it if you want it to fly.
