Even if he has, it still seems too a low number for someone to be essentially running at maintenance calories. My guess is he isn’t counting all his calories and/or not counting them right.

What is your definition of jogging? I want to say there was a recent thread and some people think anything over 8 minute miles is jogging. Some think 7, some 10, etc., etc. etc.. Also is a jog simply a 2 miler, or do you also consider a slow 10+ mile run a "jog".
All I know is that I dropped that much weight (~195 to ~165) eating whatever I wanted by mostly jogging. I did swim and ride my bike as I was starting to do triathlons, but when I was just starting out, it was probably 80%+ slow runs. All easy, but in large quantities. Like others have said, caloric deficit is the key. I didn't adjust my eating, but might burn 750 calories a day.
Also, when I stopped triathlons in 2019, I immediately started gaining it back (and since Covid it's only gotten worse as I've surpassed my initial weight from years ago). So you certainly CAN lose weight that way. But an actual change to your diet/lifestyle is best by far. I still have trouble eating well and an hour a day at crossfit does nothing on the scale. It really required that 12+ hours a week of activity to burn enough calories.

I did 25 last year, with majority jogging, and some cycling mixed in. No significant diet change. Took 4 months, but I came 2 pounds from reaching my goal. Now, a year later, I need to repeat the process.

Honestly, jogging is a pretty inefficient way to burn calories. If you enjoy it, then by all means go for it. If you're doing it solely to burn calories - I suggest you just go for long walks instead. Walks may burn less calories, but you would likely enjoy it more and stick with it.
Weight loss comes primarily from diet. You will need to eat less to lose weight.
