So the 2019 new rules are now in place

1) 3 minutes to search instead of 5
2) No penalty for accidentally moving ball during search
3) ALL embedded balls get a free drop
4) Club length defined by player's longest club excluding the putter
5) Take drop from knee height (and only knee height)
6) Cannot play a ball from the wrong green at all including stance
7) No penalty for hitting someone or equipment accidentally
8) No penalty for double hit
9) No penalty for accidentally hitting sand.
10) Loose impediments can be moved in "penalty" areas (used to be called hazards)
11) You can now drop out of a bunker for a 2-stroke penalty
12) No more water hazards (red or yellow). Just penalty areas.
13) Can ground club in penalty areas (excluding bunkers to test sand, but you can now lean on your club in the sand without penalty)
14) Ball moves on green (wind) must be placed back for next stroke
15) No penalty for ball that moves on green by accidental contact. Ball must be replaced.
16) All unnatural green imperfections can be smoothed out even in the line of the putt.
17) Can't use club on the ground for alignment.
18) Caddies can no longer help with putting alignment.
19) Can leave the flag in during putts.
20) A ball lodged between the flag stick and edge of the cup is considered holed.

One thing missing that many people were expecting was treating divots and repaired divots as ground under repair and therefore getting a free drop. Not the case. Nothing has changed there.

I thought there was going to be a change allowing for getting distance on an OB shot.

The information I read said that Caddies can no longer help with alignment on ANY shot.

I would imagine this will affect the LPGA more than anything. Many of the LPGA golfers have the caddy align them then step away and they hit the shot. I don't see it much on the PGA Tour.

This rule and the putting alignment with the stick on the ground are both meant for the LPGA it seems. I didn't even know it was such a problem there until these rules.

Yes and no. There's a rule now allowing for a local rule to speed up play, but it's not meant to be changed for pros or even competitive tournaments locally.

ETA: Meaning each course will have different rules for this. And some courses can even change the rule for competitive rounds vs daily play.

my club now has a local rule to allow you to drop in the middle of the fairway after an OB shot from as close to the point that it went out OB and you will be hitting 3; its meant to speed up the pace of play.

ALIGNMENT
No one can help the player with his alignment for the stroke. This is an essential skill which the player must do for himself.

A caddie is NO longer allowed to stand behind the player to help with alignment. At the moment the player begins to take his stance, the caddie must not deliberately stand directly behind the player. The penalty is two strokes in stroke play.

There is one exception which applies only on the Putting Green. The penalty can be avoided if the player backs away and starts again without the caddie directly behind him. Provided the player backs away and starts again on the Putting Green, there is no penalty.

The player cannot set something down (such as a club) to help with alignment for a stroke. Once this is done the penalty is two strokes in stroke play.

ETA: So I guess if a caddie gets behind the player in the fairway for alignment it is an automatic penalty... if they do it on the green to read the putt the player can back away and start again with no penalty incurred.

Another one that I should explain more is touching sand in the bunker. You can now rake a bunker before you hit your shot to repair footprints/trackprints and you can even lean on your club in the bunker or let the club rest while standing. But you can't ground the club around the ball once you have your stand or touch the sand itself to get an idea of the firmness/depth.

I saw the worst lie I’ve ever seen in a bunker on 17 at Latour 2 weeks ago. Dude did all he could and it took 5 blows to get out


Now he could have dropped, and we would have missed that magical moment

Don’t think this is part of it. You can remove loose impediments

2019 Rule: Under Rules 12.2a and 12.2b, the player will be allowed to touch or move loose impediments in a bunker and will be generally allowed to touch the sand with a hand or club; but a limited prohibition continues so that the player must not:

Deliberately touch the sand in a bunker with a hand, club, rake or other object to test the condition of the sand to learn information for the stroke, or
Touch the sand in a bunker with a club in making a practice swing, in grounding the club right in front of or behind the ball, or in making the backswing for a stroke.

I thought this was a part of the new rule changes, except you would be hitting shot #4? The drop would count the same as a provisional tee shot, and your next would be #4
