I wasn't so much arguing to not practice the short game, it was more so that trying to get too cute with the short game can be costly. And, yes, 3 putts happen, but the argument for getting the ball on the green first and foremost is because of how difficult it is to one putt. A 20 handicap is usually below 50% make rate on putts from outside 5 feet. So, even if they pull off a 1/10 shot from off the green to get a chance, they're probably not making the putt. The risk may not be worth the reward.
So, yes, if you have time, work on the short game. However, if you want to break 90 without a lot of time to work on your game, make the game a lot easier on you by hitting simple shots around the green to make sure your next shot is a putt.
Actually, this video has helped me lately. I'm just always thinking what shot will keep the ball as close to the ground as possible and keep my swing speed down.

Shot 90 from the blues at Santa yesterday. Played so much better, spent a few days tracking shots like yall said and guess what; they all fade right!
Started aiming left of green and fading it in. Did it always go right? Nope, but the majority did so that’s all I’m doing now. Aiming left, fading right. Done with trying draws.
Hole 18 I needed a bird ti break 90. Hit a horrible drive pop up. Said f it, crushed a hybrid knowing it’s not my best club and can be slicey. Ended up staying in but right behind this little tree they have there on the pond. Next shot over tiny tree to green, about 110 yards. Miffed the birdie putt way short but made the 5 footer for par: 90.
So close to 80s.
