Why do I get the feeling that this new happy gilmore movie is going to bring even more of these idiots to the golf course this summer?

Maybe they need just golf lesson requirements for beginners.
Some simple advice like:
A giant backswing does not equal a better shot.
Swinging as fast as you can is not the secret to golf.
If you can’t hit a driver in the fareway consistently just hit a 7 iron twice.
If you can’t break 100 you don’t spend 8 minutes after every shot looking for the ball. If you have lost more than 2 balls in 4 holes you just don’t look anymore.
You get 3 putts on the green. Maximum. And after the first one you don’t get anything more than 5 seconds to read it.
If you go 5 straight shots without the ball traveling at least 100 total yards, go to the driving range and try another day.

I'm all for faster pace of play, but I don't agree with this. For me, rushing a comebacker always leads to a miss. I want to quickly mark and realign and go through my pre-putt routine. It keeps me in rhythm. And it's also saved me from a lot of 3 jacks.

Most courses in La are not walkable.
Only way to hold people accountable for tee times is pre pay. But then you will lose out on golfers who don’t want to prepay.
Most courses have min 3somes smallest group policies on weekend mornings. It’s hard to tell a group of two they can’t play or have to wait because a third didn’t show up and you have no one else to pair them with.
Most Marshalls are volunteers for golf rounds. They aren’t getting into confrontations.

Yeah, if there are no two-somes within 10-20 minutes of that twosome, there's nothing a course can do. My main argument is when you have a situation where there are back to back groups that can be combined to make a whole foursome. Maybe it is an etiquette thing. Start promoting joining up with groups when courses are crowded.

I'm happy to skip a hole if a group is holding me up and there's open space in front of them.

My biggest gripe with the current state of golf is that the sheer numbers of jack-legs out there trying to play is driving the used market insane. No, your 50 year old set of knock off snake bite irons missing the 7-iron are not worth $750 I don’t care that they say “tour model.”
