Marshall's always has a lot of Polo, and Nike golf shirts for about 25-30, along with a bunch of cheaper brands for 12 or so.

Seriously though, Ross has Adidas, Under Armour, and Nike Golf polos all for $24.99-$29.99. TJ Maxx is pretty similar.

I second SteinMart. I've gotten plenty of Bobby Jones shirts and shorts from them for under $40. These items normally sell for over $150 in a quality pro shop.
