If you play the game and you have to ask, it's probably because you mentally can't figure out the time and place to finish off a downed guy or when its more advantageous to make another play.
The term "thirsting" a kill is usually only applied to a player that is doing the former, usually performed by bad players or trolls that can't win or don't intend to win. There are absolutely times that call for you finishing a downed player, but every situation is different.

Correct, I don't even get mad when it's appropriate to finish.
I get "frustrated" because if I'm down and my teammate is literally shooting them and they turn and shoot me in spite.
It's the "frick you" of BR. Why would I be understanding if someone said "frick you"

i had a guy down me last night in blackout and he let me crawl to about halfway through my bleed out. we were in a room, and as soon as a teammate comes in to help, first guy he goes for is me.
i can't blame him. that's points he wouldn't get if he went for my teammate and lost.

I can see both sides of it. There's no strategy at all to it, but then again, you got dropped by a scrub.

Not surprising, but thats not quite it.
If he would play the game correctly, HE would still be in it.
If he doesn't thirst, can make another play, survive and advance, then there is no hard feelings.

What about the downed player still being able to communicate with his teammates and giving them intel on your location?

On PC this is a moot point. I don't think any PC player uses the in game chat system.

I don't think he's referring to just having the ability to talk. The downed player can still have a view of the enemy player to help his teammate.
If you finish him off....then he's now just spectating his teammate and can't help anymore.

this. if the guy kills the rest of my team, good on him. i wont send him messages telling him he's terrible
i did thirst a guy a while back because i needed one more elim to earn a challenge and barely any HP left, then I got this:

OP is mostly talking about bad players who lose the game to try and get that one extra kill on a down player.
If I know I'm safe from opposing players and just downed a player, I'm finishing him off.

I think people are going way overboard on this.
If it's strategic, no hard feelings
If it's just to end your game, troll, or you're so desperate for 1 measly kill to raise your .58 K/D, you can go frick yourself.
There's only one situation that you should leave the person down and that's to get a better advantage in surviving.
If you aren't trying to survive, you aren't playing the game correctly and just being toxic.

If it's just to end your game, troll, or you're so desperate for 1 measly kill to raise your .58 K/D, you can go frick yourself.

Usually I'll either just lob a grenade(if I have a few) to finish him off or melee them if they're close. I do like how it's a one melee finish in Blackout....except for when I'm the one getting melee'd.
Sometimes I'll shoot them a few times just to see if it forces the other guy to make a desperate move.
My favorite is throwing a Molly at them and getting that constant hit-marker sound/controller vibration. So satisfying.
