I imagine it's an extreme boundary case.
As in you literally upgrade every single thing first, but the the ones that give filter level.
I haven't done the math but saw someone complaining about it.

My first upgrades in every game are always to remove boundaries like that.

We upgraded to filter level 4 before anything else. I'd recommend it for the dark zone, if nothing else.

If you progress through the zones doing everything in them you will get them opened up, I am 80-100% on the wings and only on the lvl 23-24 zone.

Exactly. Once you get lv 4 you can go into all the under ground areas in the dark zone. Chest everywhere and an easy way to get blue gear at lower levels at your exact lv, as a chest is always your level or one above.
Those chest become pointless at max level though.

Any level is fine if you want to check it out and have fun. Get a few dz levels and learn layout. It very benign at the current state of things.
Also agree, loot chest at 30 are wasted at present. They need to make them something to fight over.

I went into the DZ at 13, was with three friends who were all 14 (max for the bracket).
Just make sure you aren't super low when you go in, compared to the player bracket and the area of the DZ that you explore.

finally spent a good amount of time in the DZ yesterday. My biggest gripe is with going rouge. 3 times I got popped because another player jumped in my line of fire.
I wish there was some confirmation before going rogue so that if it's accidental you don't get penalized.
