Why is the core clock on the average 780Ti lower than the core clock on a lot of 780s?

That's probably your problem. 1080p streaming usually requires at least 3000.

Need video card suggestions. Looking to keep it under $200. Preferably 150ish if possible. Looking at micro center since there ones about 15 min from where I work.

It's because of Google Drive and the way it processed the PDF or something. I'm assuming Google just highly compressed it for whatever reason.
If you download the PDF and use adobe to view it, everything looks normal.
