It is to make up for the difference in width between the stock pad at say 0.5mm and just a thermal grease which is obviously much much thinner.
So to apply the same pressure you need the washers.

Ah okay. So you’re basically bringing the cooler closer to the GPU chip on the opposite side of where the washers are. Are the additional thermal pads still necessary on the backplate or is the whole “mod” just the washers and paste on the GPU aside?

Just the washers after you remove the thermal pad and use a good grease.

I think the only tube I have around the house is a Thermaltake brand I got from Best Buy 9 months ago. Should I upgrade?

Pretty much anything is better than stock so that should be fine.

And it won’t void the warranty?

Not with Sapphire no.

Yes, also the one up 85. Have to sign up for their email promo codes, they have ridiculous deals through those, although not often for computer parts.

I wanna see someone put a 9900K with a stock cooler on an H310 board just to see what happens.

I don't understand the query?

Probably nothing if your just running it stock and limiting the TDP.
But why?

310 it probably overheats and thermal shutdowns
