I'd go new ryzen and 16GB of RAM unless you absolutely need 32. That should free up money for GPU.

Oh, I'm now seeing they are coming out with 3xxx lineup of AMD cpus in like 2 weeks. I gotta look into that.
Also maybe stepping up to RTX 2070

The 1660 can't handle 4k. The 2070 is entry level 4k at best. The build is kinda imbalanced. What's your budget? That will give us a starting point.

On the components I listed, MB, CPU/cooler, GPU, RAM I'm looking to spend $1500 or so. If it's a little more to have the ability to get to 4k, and be a more viable rig for a longer life span; I'm open to it.

I don't think I'd spend more than 2,000, not because of a budget, but just because I don't have the time I used to have in order to justify spending that much; but when I do game, I want it to be a beast.

nah, I've always built with intentions of doing it, but I never end up actually doing it, so it's not that important. I've seen your selections these days seem to be much more restricted if you want to OC

Really I don't know what motherboard I should be getting; that's just tomshardware's pick for best Z390. Anything wrong with this setup, that I don't know? like something about to be outdated? Sticking with a 1440 monitor I bought from Barracuda for now; could this do 4k?.

Either get an 9400F now or wait a couple of weeks for the Ryzen 3000 series.
No need for 32gb of RAM.
And yeah, you're definitely gonna need more than a 1660 Ti for 4k.

Single Core IPC is still won by Intel by very little and make an even bigger showing in Single Core Performance with those higher boost clocks.

But really the gap in "IPC" (Instruction Per Cycle) is not very large anymore. They are right on Intel's heels.

I'm in love with the RED Team right now. It feels like the old days when we had good competition.

However, just on the CPU side of their business. I'm still very disappointed with nearly everything that comes out of their graphics department on the top end. Those midrange products are nice, but it doesn't help out the consumer much in the fight against nVidia's price points. Simply is frustrating they can't put out a product or choose to not go after the top end part of the market. However, AMD is doing the right thing and putting resources where they can be the most effective in gaining back market share. They nearly destroyed the company when they did try going head to head with nVidia AND Intel in the 2010s. AMD was a company without focus which resulted in shtty designs and overspending, poor PE and EV. They are now a company that is hyper-focused on areas they currently do well by allocating the majority of resources to that part of the business, while basically keeping the other side of the business in a "maintenance" mode until the right time.

Yes that is what I told you a few years back where AMD was going (shoulda bought stock then too).

I believe the 3950X has higher IPC than any Intel cpu but we haven't seen anything official it's simply using numbers based off the 3800X and 2700X.

DOubt it. I still think Intel will win any Single Core IPC contest with AMD.

Then again, 1 or 2% better than AMD doesn't really mean anything.

I'm just excited that Intel is finally gonna be pushed to lower their prices.

Yeah idk, the leak so far the 3950X won. Numbers wise it should also be higher but who knows.

It was 218 vs 216 single core cinebench, but the 9900K was at 5GHz single core boost and the 3950X at stock.

So that lead will likely grow as the 3950X has already achieved multicore 5GHz OC's.

multiple cores with 5 GHz overclocks on a 16 core part...? Really doubt that.

EDIT: I'm assuming were talking about non-liquid nitrogen overclocking methods.
