For a toddler to just have fun driving around
The Crew 2 is great for this but it's always-online and after 5 years they've announced a sequel so it's gonna be gone
Is there anything as good or better that's offline?
GTA open world driving is great, everything else not so much for a 3 year old

Burnout Paradise

There are online aspects to it but you have to intentionally sign in to an online session. There is a soundtrack that you can go on and turn off songs you don't feel would be appropriate (don't think any of them are all that bad).

They released a remaster a few years ago. But completely open world, fun to drive around and do jumps and run into stuff.
