As I understand it, it is scaled level difficulty relative to you.
But it locks in place when you visit a place.

Bethesda has always done a good job of merging episodic approaches to longer arches in story.
Short Answer: Just go to the wiki and head up about the history of Tamriel and find a timeline of major events if you feel like you need to, otherwise, Just play, you'll be fine.

People complained about the scaled leveling of all creatures and areas for oblivion so they changed it somewhat. Some scaled, some not.

Also two notes/observations/questions.
1) Rivers are awesome for helping you get places faster..
2) what's up with books randomly giving me skillups? is it certain books that give entire points?, or does every book give a certain amount of xp in one area? i.e. it just so happens that the 5th book I read on restoration gave me a skillup?

I just put in another 4 hours. Up to 8 hours total level 8 and just made it to high hrothgar. Of course my god damn companion decides to get killed by the frost troll that ambushed me. Listen woman, when I start casting flames gtfo of the way. Archery update, finally got some decent arrows that take out decent enemies with one shot when hidden. I really need a better bow. I did manage to destroy some high elf justicars and steal their armor. They were giving me crap about worshiping talos so they had to die. I find myself falling back on destruction magic a lot, especially with all the agro creatures that rush at you constantly.

Not kept at your level.
The mountainous areas are kept relatively high in relation to you, only getting locked when you go in the first time.

Managed to play for 30 mins or so before I had to come back to work but boy was those short minutes blissful. Created an Orc. Gonna try to focus on armor and shields and become the immovable object.

You can be level 1 and stumble into a level 50 cave and get obliterated.
Which could be wrong but that is what I read on the UESP site.
