I Promoted some Xbox players but The Social Club leaderboard is still making it a bit difficult to locate every players stats in order to place them. Basically the people that are separating themselves from the rest of the pack by racking up insane RP and playing time are easier to rank up.
The Majority of the crew is all sitting between 0 minutes and 2 hours, Once there is more separation it will easier to separate everyone.
From what I understand if you are ranked as a Commissioner you can promote people, if you are ranked as a lieutenant, you can demote people.
I think once the commissioner's get involved everyone will fall into the proper ranking. There is really no set requirements for ranking up, if you feel like they are helpful and you have had a good experience online with them, promote them, if they are fricking d-Bags that continuously kill crew members in free mode and blow up your shite, demote of kick them.
According to the Social Club the crew Leaderboard is still on the way.

Eh, I'll believe it when I see it. If they wanted the replay option to be available then I would think that they wouldn't patch out the only workaround with the RT/R2 thing on the post-game lobby.

The Leaderboards are very sporadic and it appears to be random on how it displays users ranks even when I filter it, but whoever Firebrennan is, he has put in the most time and has the most experience I have seen. I think he is ranked 2 in the crew overall by way of RP and playing time.
