FYI, Xur is located where your class specific vanguard vendors are at in the tower. He'll be to your right once you get down there.

He's selling an exotic helmet for the titan and Hunter, gauntlets for the warlock, an exotic helmet engram and Red Death pulse rifle.

I would think they would at some point in the future. I know there's a third subclass for each character which most likely will be unlocked when the DLC is open so it's possible that they raise the level cap down the road similar to how Fallout increased their level caps. If they were to increase the level cap they would need to create new armor pieces with more defensive upgrades to increase your light level.

Have you done your weekly strike yet? Normal level gives you 3, next level up gives you 6 and the highest level gives you 9. But if you've done the first level already, you'll only get 3 if you do the middle level and if you did the middle level, you'll only get 3 if you do the highest.
