Nier Automata on sale on steam for $29.99

So I have a heard time buying any game for $60. Wanted to get this one based off of this board during the steam winter sale but it never came off 59.99. Only about 26 gigs of downloading to go.

Is it specific to certain gpus/not enough processing power? I built this thing basically without a budget in the last 5 months.
